It looks like a festuca that's in too much shade and is getting too much water, to me anyway...

Reminds me of a muhly grass (Muhlenbergia, I think). Likely wrong though.

I think Jasper is right-it looks like Festuca occidentalis-Western fescue.

tcinmb-NOPE-it's not native to the west coast.Western fescue is.

Zhinu-I'm not real positive anout the species,but it is a Fescue.Occidentalis is the best guess.

Looks like it's planted in a garden, so it could very well be something that's not native. I agree it looks like fescue though.

No it's out in a lot area, but I think it might be an escapee. I don't think there are any seed pods, just weeds growing in and around it. At least it didn't when I took the picture.
